Public/Private cosmetology schools

In Maryland, cosmetology schools are regulated by the Maryland Higher Education Commission. The Board of Cosmetologists' role in opening your school is limited to reviewing and approving the curriculum you intend to offer.

You will need to start the process with MHEC (Maryland Higher Education Commission) 410-767-3300 to open a Private Career School.

Please be advised that any curriculum changes to your existing or new school must be communicated with both the Maryland Board of Cosmetologists and the Maryland Higher Education Commission (MHEC) prior to implementation. Approval from both entities is required before making any modifications to ensure compliance with state regulations.

House Bill 1547-Barbers and Cosmetologists – License Qualifications – Domestic Violence Awareness Training

Beginning January 1, 2026, all applicants for an original license and all licensees renewing a license must complete a one-hour domestic violence awareness training course as required by HB 1547 (2025). This training must be completed through a Maryland Board-approved provider. Courses completed outside of the approved provider list will not be accepted.
