#22-148 In the matter of owner, Eric Ross, subject, of Steward’s Ruling #22-133. Having
satisfied their financial obligation to the Maryland Thoroughbred Purse Account as of June
25, 2022 the afore mentioned 0wner is reinstated to good standing with the Maryland
Racing Commission and declared eligible to participate in racing.

#22-149 Jockey, Feargal Lynch is in violation of the HISA riding crop rule #2280 (b)(1). During the
running of the seventh race on July 10, 2022, jockey Lynch hit his mount “Factor It In” 8 times
which is in violation of the 6 strike rule. On July 14, 2022 a hearing was held to review the
race. The Stewards issued the following penalty.
- Mr. Lynch is fined three hundred and seventy-two ($372.00) dollars, 10% of earnings.
- Mr. Lynch is suspended one (1) racing day, July 16, 2022.
- Mr. Lynch is issued 3 points

#22-152 In the matter of stable employee Juan Ocasio: On July 16, 2022 Mr. Ocasio was
requested to deliver a urine sample by the MRC Investigators. The specimen he rendered tested
positive for marijuana.
COMAR 09.10.03.05 A(1)(a)(i).
A hearing was held on July 17, 2022. Mr. Ocasio appeared in the absence of counsel and waived his right thereto. Based upon the testimony and evidence presented at the hearing, the Stewards found Juan Ocasio in violation of COMAR 09.10.03.05 Drug Prohibition-Humans.
Accordingly, the Stewards hereby order:
(1) That the license issued to Juan Ocasio be suspended until such time as he has been
professionally evaluated [COMAR 09.10.03.05, F(1)].
(2) That while he is under suspension, Mr. Ocasio be denied the privileges of all the grounds
under the jurisdiction of the Maryland Racing Commission.

#22-153 In the seventh race at Laurel Park on July 16, 2022, horse #3 “English Tavern”, ridden by
jockey Sheldon Russell, was disqualified from first position and placed second.
Inside the 1/8th pole, #3 “English Tavern”, drifts out, under left-handed whipping, herding #2
“Eons”, ridden by jockey Jorge Ruiz and then bumped him late before beating him in a photo
finish.

held to review the race. The Stewards issued the following penalty.

(2)Mr. Whitacre is suspended one (1) racing day, August 5, 2022.

#22-157 Trainer, Rodolfo Sanchez reported before the Stewards for a hearing concerning an altercation with another licensee. After hearing from all parties involved, the Stewards have suspended Mr. Sanchez for seven (7) days. The suspension is stayed however provided he does not have another incident through December 31, 2022.
