#22-192 On October 1, 2022, the Stewards received notice from Industrial Laboratories that blood sample #E534007 dated September 11, 2022, contained the drug phenylbutazone at 0.63+-.05 mg/ml which is in excess of the accepted threshold of .3 mg/ml phenylbutazone established by the MRC. See COMAR09.10.03.01. The Stewards, having established that blood sample #E534007 was taken from the horse “Rock Rose”, owned by Stronach Stables and trained by Jose Corrales, following the running of the seventh race at Laurel Park on September 11, 2022. The Stewards notified Mr.Corrales that: (1) the presence of phenylbutazone, at this level, in the system of “Rock Rose” at the time the horse ran constituted a violation under COMAR 09.10.03.04 Drug Prohibition - Horses; (2) he had the right to have the split sample tested by an independent laboratory prior to the Stewards conducting a hearing in this matter; and (3) he had the right to be represented by counsel at the hearing.
The Stewards held a hearing on October 8, 2022, wherein Mr. Corrales waived his right a split sample and to legal counsel.
Based upon the evidence before them, the Stewards find the following:
(1) “Rock Rose” did carry an overage of phenylbutazone, in its system when it finished first in the seventh race at Laurel Park on September 11, 2022, a violation under COMAR 09.10.03.04,C ;
(2) Jose Corrales, as trainer, was the absolute insurer of, and responsible for, the condition of “Rock Rose” at the time the horse ran (Sections D & F);
(3) A horse found to have carried a drug in its body during a race shall be disqualified and the purse monies earned by that horse redistributed.
Based upon the foregoing, the Stewards hereby order that:
(1)Trainer Jose Corrales be fined Five hundred($500.00) dollars.
(2)The horse, “Rock Rose” be disqualified from the seventh race from September 11, 2022.
(3)The Horsemen’s Bookkeeper redistribute all monies for that race in accordance with the
following order;

On October 15, 2022, Juan Ocasio appeared before the Stewards upon the request of HCP Coordinator Jessica Hammond, for consideration of reinstatement to good standing. The HCP coordinator provided an evaluation from Adult Personal & Career Counseling. In their evaluation they indicate that Mr. Ocasio is presently drug free and not a detriment to the best interests of racing. She recommended that he be reinstated to good standing and permitted to return to work subject to the following stipulation:
That at the Stewards discretion he submits to drug testing by the HCP Coordinator, the Stewards, or their designated representative. [COMAR 09.10.03.05.]

On October 15, 2022, Ezequeil Rolon appeared before the Stewards upon the request of HCP Coordinator Jessica Hammond, for consideration of reinstatement to good standing. The HCP coordinator provided an evaluation from Adult Personal & Career Counseling. In their evaluation they indicate that Mr. Rolon is presently drug free and not a detriment to the best interests of racing. #22-203 In the matter of trainer Daniel McKenzie;
On October 28, 2022, a Stewards hearing was held for Mr. McKenzie to answer to his conduct in the grandstand at Laurel Park on October 13, 2022. Present for the hearing were Daniel McKenzie, via telephone attorney Alan Pincus, Head of Security for the MJC Mike Singletary, Security Officer Stephen Brown and MRC Investigator Joe Poag. After hearing testimony from Security and Mr. McKenzie, the Stewards have found that Mr. McKenzie was in an intoxicated state and did use profane, abusive, and threatening language towards Security on this day.
Mr. McKenzie was subsequently read the trespass law and banned from the frontside and building of the racetrack unless permission is granted for him to run or claim a horse.
Based upon the foregoing, the Stewards hereby order that:
- Daniel McKenzie be suspended for sixty (60) days. However, the suspension is stayed
provided Mr. McKenzie does not have any future incidents of this kind.
- Mr. McKinzie enter into an alcohol treatment program and be monitored by HCP Coordinator Jessica Hammond.
