Elliot Schreur Joins the Maryland Department of Labor as Assistant Secretary for Family and Medical Leave Insurance

Elliot Schreur will lead the development of the new paid family and medical leave program at the Maryland Department of Labor.

BALTIMORE, MD (April 27, 2023) – The Maryland Department of Labor today announced that Elliott Schreur will serve as Family and Medical Leave Insurance Assistant Secretary. In his new role, Elliott will lead the development of the new paid family leave and medical leave program, which will help working Marylanders have the financial security to take time off of work for medical reasons or caregiving duties.

“We are thrilled to have Elliot join the department as his experience will be incredibly beneficial to our agency and Maryland residents,” said Maryland Department of Labor Secretary Portia Wu. “Governor Moore tasked us with launching a statewide paid family leave program and to enforce worker protections. Elliot’s abilities to administer this specific type of program and experience in developing tools to sustain it successfully will contribute greatly to this initiative.” 

For more than a decade, Elliot Schreur has focused his career on research, policy analysis, and benefits administration for state and federal government programs. Most recently, Elliot served as the Chief of the Division of Policy and Research for the Office of Paid Family Leave in the District of Columbia’s Department of Employment Services. As a leader in one of the newer divisions, Elliot managed the policies and administrative procedures for a highly visible program for the District government. The District of Columbia’s Paid Family Leave program was successfully launched in 2020 and has since become a leading example for other state paid leave programs.

Elliot was also a Policy Analyst for New America, where he contributed to research on retirement, savings, and tax policies to improve financial security for low- and middle-income families.

“I am very excited to join the Maryland Department of Labor as assistant secretary for the new Family and Medical Leave Insurance program,” said Elliot Schreur. “There is a lot of work to be done, and I am eager to get started. I look forward to working with stakeholders across the state to make this program a success.” 

Elliot holds a Master of Arts degree in Public Policy from The George Washington University and a Bachelor of Arts degree from the University of Richmond.
