Maryland Minimum Livability Code​​​ - Building Code Administration

The regulations authorized as per Public Safety Article 12-203 are known as the Minimum Livability Code.

The Minimum Livability Code protects the public health, safety, and welfare in residential structures and premises by:

  • Establishing minimum property maintenance standards for basic equipment and facilities used for light, ventilation, and sanitation for residential structures and premises, and for safe and sanitary maintenance of residential structures and premises;
  • Establishing minimum requirements for means of egress, fire protection systems, and other equipment and devices necessary for safety from fire;
  • Fixing the responsibilities of property owners, operators, and tenants of residential structures and premises; and
  • Providing for administration, enforcement, and penalties.

The Secretary has established the 2012 International Property Maintenance Code (IPMC) effective September 17, 2012; as the minimum property maintenance standards by regulation.
