RULINGS:
#25-001 In the matter of, Francisco Robles, subject of Stewards Ruling #24-149, dated December 1, 2024.
On January 3, 2025, Francisco Robles appeared before the Stewards upon the request of HCP Coordinator Jessica Hammond, for consideration of reinstatement to good standing. The HCP coordinator provided an evaluation from Hope House Inpatient Treatment Program. In their evaluation they indicate that Mr. Robles is presently drug free and not a detriment to the best interests of racing. They recommended that he be reinstated to good standing and permitted to return to work subject to the following stipulation:
That at the Stewards discretion he submits to drug testing by the HCP Coordinator, the Stewards, or their designated representative. [COMAR 09.10.03.05.]

In light of the above, the Stewards hereby order that Francisco Robles be reinstated to good standing subject to the above-stated stipulation.

#25-002 In the matter of, Robert Coley, subject of Stewards Ruling #24-164, dated December 23, 2024.
On January 10, 2025, Robert Coley appeared before the Stewards upon the request of HCP Coordinator Jessica Hammond, for consideration of reinstatement to good standing. The HCP coordinator provided an evaluation from Kent County Behavioral Health Inpatient Treatment Program. In their evaluation they indicate that Mr.Coley is presently drug free and not a detriment to the best interests of racing. They recommended that he be reinstated to good standing and permitted to return to work subject to the following stipulation:
That at the Stewards discretion he submits to drug testing by the HCP Coordinator, the Stewards, or their designated representative. [COMAR 09.10.03.05.]
