Mr. Brian Cavey called the Council meeting to order at 9:00 a.m. at the Washington, D.C. Electricians JATC, NECA/I.B.E.W. Local No. 26, 4751 Parliament Place, Suite A, Lanham, Maryland 20706 and welcomed all Council members, staff and guests in attendance. He thanked Christopher Cash, Director of the Washington, D,C. Electricians JATC, for hosting the Council meeting at their training center. Mr. Cash, in turn, welcomed the Council meeting there.

On behalf of Secretary Robinson, Assistant Secretary Rzepkowski informed the Council that due to the covid-19 pandemic, State operations had gone from level 1 which is normal operations to level 2 which is flexible operations which includes social distancing, frequent hand washing and other recommendations from the Center for Disease Control and Pevention. Level 3 would be the closing of State offices and employees working remotely. He added that all out-of-state travel for State employees had also been cancelled.

I. The first order of business was the approval of the minutes of the November 12, 2019 Maryland Apprenticeship and Training Council meeting. The minutes of the November 12, 2019 Council meeting were approved as submitted.

II. DIRECTOR’S REPORT:

B. Council members were provided with an update of the status of the Apprenticeship and Training Fund. Mr. MacLarion reported that the balance as of August 31, 2019 after all obligations was $794,840.27. Contributions coming into the fund were $22,533.60 for the month of July 2019 and $49,124.71 for the month of August 2019.

III. NEW BUSINESS:

A. NEW PROGRAMS:

1. Technology Security Associates, Inc. (TSA, Inc.) (Jane Sinclair) - Occupation of Cyber Security Analyst. Related instruction to be provided in-house and will utilize the College of Southern Maryland and on-line instructors. Request for registration of an Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and female apprentices. [Printed Standards Forms].

Ms. Sinclair presented this request for registration of Standards of Apprenticeship to the Council and introduced Juree Greer and Kathleen Wallace who were in attendance representing Technology Security Associates, Inc.

Mr. Klusmann inquired as to whether appentices would be required to complete a college degree to complete the apprenticeship program. It was explained that it was not a requirement to complete a college degree. He then suggested that the language in the related instruction curriculum be re-worded to make it clear that completing a degree is not required.

A motion to approve this request for registration of Standards of Apprenticeship was made by Mr. Wilford, seconded by Mr. Shmelzer and approved with five (5) Council members in favor of the motion, none opposed and one (1) abstention.

A motion to approve the Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and female apprentices was made by Mr. Shmelzer, seconded by Mr. Bromley and approved with five (5) Council members in favor of the motion, none opposed and one (1) abstention.

2. Thompson Automotive, Inc. (Kelton Addison) – Occupations of Automotive Technician and Automobile Body Repairer. Related instruction to be provided in-house by factory certified instructors. Request for registration of an Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and female apprentices. [Printed Standards Forms].

Mr. Addison presented this request for registratation of Standands of Apprenticeship to the Council and introduced Ron Filling, Louis Piero and Dan Patzwell who were in attendance representing Thompson Automotive, Inc.

A motion to approve this request for registration of Standards of Apprenticeship was made by Mr. Shmelzer, seconded by Mr. Klusmann and unanimously approved.

A motion to approve the Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and female apprentices was made by Mr. Shmelzer, seconded by Mr. Bromley and unanimously approved.

Paquin Design/Build (Patricia Shreves) – Occupation of Architectural Drafter/Estimator. Related instruction to be provided by Anne Arundel Community College. [Printed Standards Forms].

Ms. Shreves presented this request for registration of Standards of Apprenticeship to the Coucil and introduced Brent Paquin who was in attendance representing Paquin Design/Build.

Mr. Shmelzer observed that he had noticed that some of the required related instruction courses had prerequsites and asked what would happen if Anne Arundel Community College would be unable to provide some of the courses. Ms. Shreves replied that she had not checked to find out if Chesapeake College offered comparable courses but that Anne Arundel Communinity College had not had problems of not being able to provide them.

A motion to approve this request for registration of Standards of Apprenticeship was made by Mr. Shmelzer, seconded by Ms. Butt and unanimously approved.

4. Premier Fire Protection Services, LLC (Jennifer D. Runkles) - Occupation of Sprinkler Fitter. Related instruction to be provided in-house using the American Fire Sprinkler Association curriculum. [Printed Standards Forms].

Ms. Runkles presented this request for registraton of Standards of Apprenticeship to the Council and introduced Billy Boyle, Jr. and Kevin Strack who were in attendance representing Premier Fire Protection Services, LLC.

A motion to approve this request for registration of Standards of Apprenticeship was made by Mr. Shmelzer, seconded by Mr. Bromley and unanimously approved.

5. Anne Arundel Community College (Jane Sinclair) – Occupation of Landscape Management Technician. Related instruction to be provided by Anne Arundel Community College. Request for
registration of an Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and
female aprentices. [Printed Standards Forms].

Ms. Sinclair presented this request for registration of Standards of Apprenticeship to the Council and introduced Dawn Carter who was in attendance representing Anne Arundel Community College.

A motion to approve this request for registration of Standards
of Apprenticeship was made by Mr. Wilford, seconded by Mr. Klusmann and unanimously approved.

A motion to approve the Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and female apprentices was made by Mr. Bromley, seconded by Mr. Klusmann and unanimously approved.

6. 1199SEIU Training and Upgrading Fund MD/DC (Jeffrey W. Smith) - Occupation of Nursing Support Technician. Related instruction to be provided by It Works Learning Center in Annapolis, Maryland. Request for registration of an Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and female apprentices. [Printed Standards Forms].

Mr. Smith presented this request for registration of Standards of Apprenticeship to the Council and introduced Tamara Robinson who was in attendance representing 1199SEIU Training and Upgrading Fund MD/DC.

A motion to approve this request for registration of Standards of Apprenticeship was made by Mr. Wilford, seconded by Mr. Shmelzer and unanimously approved.

A motion to approve the Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and female apprentices was made by Mr. Shmelzer, seconded by Mr. Wilford and unanimously approved.

7. Baltimore Cyber Range, LLC (Christopher D. MacLarion) - Occupation of Intelligence Data Analyst. Related instruction to be provided in-house. Request for registration of an Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and female apprentices.

Mr. MacLarion presented this request for registration of Standards of Apprenticeship to the Council and introduced Gary Cohen and Bruce Spector who were in attendance representing Baltimore Cyber Range, LLC.

A motion to approve this request for registration of Standards of Apprenticeship was made by Mr. Shmelzer, seconded by Mr. Klusmann and unanimously approved.

A motion to approve the Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and female appentices was made by Mr. Shmelzer, seconded by Mr. Wilford and unanimously approved.

8. Apprentice Training, Inc. (Christopher D. MacLarion) – Occupation of Construction Worker II (Dem. & Env.) Related instruction to be provided in-house, the OSHA Hazwopper Class and Aerosol Monitoring and Analysis. Request for registration of an Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and female apprentices.

Mr. MacLarion presented this request for registration of Standards of Apprenticeship to the Council and introduced Piyush J. Goel who was in attendance representing Apprentice Training, Inc.

A motion to approve this request for registration of Standards of Appenticeship was made by Mr. Shmelzer, seconded by Mr. Bromley and unanimously approved.

A motion to approve the Affirmative Action Plan with appentice selection procedures and goals and timetables for minority and female apprentices was made by Mr. Shmelzer, seconded by Mr. Bromley and unanimously approved.

B. PROGRAM REVSIONS:

1. Shore Power Electric, Inc. (Jane Sinclair) - Request for reactivation of Standards of Apprenticeship for the occupation of Electrician.

A motion to approve this request for reactivation of Standards of Apprenticeship for the occupation of Electrician was made by Mr. Shmelzer, seconded by Mr. Klusmann and unanimously approved.

2. TEXTRON Systems (formerly AAI Corporation) (Christopher D. MacLarion) – Request for reactivation of Standards of Apprenticeship for the occupation of Machinist.

A motion to approve this request for reactivation of Standards of Apprenticeship for the occupation of Machinist was made by Mr. Klusmann, seconded by Mr. Wilford and unanimously approved.

3. Howard County Government JAC (Christopher D. MacLarion) - Request for registration of an Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and female apprentices.

A motion to approve the registration of an Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and female apprentices was by Mr. Shmelzer, seconded by Mr. Bromley and unanimously approved.

4. Colt Insulation, Inc. (Christopher D. MacLarion) – Request for registration of revised and updated Standards of Apprenticeship for the occupation of Insulation Worker.

A motion to approve this request for the regisration of revised and updated Standards of Apprenticeship for the occupation of Insulation Worker was made by Mr. Bromley, seconded by Mr. Shmelzer and unanimously approved.

5. Association of Air Condiioning Professionals (Christopher D. MacLarion) – Request for registration of revised and updated Standards of Apprenticeship for the occupation of HVACR Technician.

A motion to approve this request for the registration of revised and updated Standards of Apprenticeship for the occupation of HVACR Technician was made by Mr. Shmelzer, seconded by Mr. Bromley and unanimously approved.

A motion to approve the Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and female apprentices was made by Mr. Bromley, seconded by Mr. Shmelzer and unanimously approved.

6. Maryland Plumbing, Heating Cooling Contractors, Inc. (Jeffrey W. Smith) – Request for registration of revised Standards of Apprenticeship and Affirmative Action Plan for the occupation of Plumber.

Mr. Cavey informed Council members that there was no one from the sponsor in attendance to represent this request.

C. PROGRAM REVIEWS (Five (5) or More Apprentices):

1. Baltimore Operating Engineers Local No. 37 JATC (Kelton Adddison and Kevin Hunt).

A motion to accept this review, with staff findings and recommendations, was made by Mr. Bromley, seconded by Mr. Shmelzer and unanimously approved.

1. Colt Insulation, Inc. (Chrisopher D. MacLarion).

A motion to accept this review, with staff findings and recommendations, and a recommendation for a follow-up review within twelve months was made by Mr. Bromley, seconded by Mr. Shmelzer and unanimously approved.

2. Maryland Plumbing, Heating Cooling Contractors, Inc. (Jeffrey W. Smith).

A motion to accept this review, with staff findings and recommendations, was made by Mr. Shmelzer, seconded by Ms. Butt and approved with four (4) Council members in favor of the motion, one (1) Council member opposed and no abstentions.

3. Associated Builders and Contractors, Inc., Cumberland Valley Chapter (Jennifer D. Runkles).

A motion to table this review until the May 12, 2020 Council meeting in order for the statistal data to be reassesed was made by Mr. Shmelzer, seconded by Ms. Butt and unanimously approved.

4. Eastern Elevator Service and Sales Company, Inc. (Christopher D. MacLarion).

A motion to accept this review, with staff findings and recommendations, and recommendations to send a letter to the sponsor notifying them of the deficencies that had been found, requesting them to submit a corrective action plan and to conduct a follow-up review within six months was made by Mr. Wilford, seconded by Mr. Bromley and unanimously approved.

5. Bausum and Duckett Electric, LLC (Jane Sinclair).

A motion to accept this review, with staff findings and recommendations, was made by Mr. Shmelzer, seconded by Mr. Bromley and unanimously approved.

6. Baltimore Bricklayers JATC for the Masonry Industry (Christopher D. MacLarion).

A motion to accept this review, with staff findings and recommendations, was made by Mr. Shmelzer, seconded by Mr. Klusmann and unanimously approved.

7. The Bechdon Company, Inc. (Ginamarie Best).

A motion to accept this review, with staff findings and recommendations, and a recommendation for a follow-up review to be conducted in one year was made by Mr. Shmelzer, seconded by Mr. Klusmann and unanimously approved.

8. Kleppinger Electric, Inc. (Christopher D. MacLarion).

A motion to accept this review, with staff findings and recommendations, was made by Mr. Shmelzer, seconded by Mr. Klusmann and unanimously approved.

9. Baltimore Cement Masons JAC (Christopher D. MacLarion).

A motion to accept this review, with staff findings and recommendations, was made by Mr. Klusmann, seconded by Mr. Bromley and unanimously approved.

10. Minnick’s Inc. (Ginamarie Best).

A motion to accept this review, with staff findings and recommendations, was made by Mr. Klusmann, seconded by Mr. Wilford and unanimously approved.

D. PROGRAM REVIEWS (Fewer Than Five (5) Apprentices):

1. The following program reviews had been performed and the programs were found to be conducted in a satisfactory manner. [No Council Action Required]:

a. Seaside Plumbing, Inc. (Christopher D. MacLarion) – Occupation of Plumber.

b. Matthews and Pierce Masonry, Inc. (Jane Sinclair) – Occupation of Bricklayer.

E. OTHER BUSINESS:

Mr. Cavey informed the Council that he had had a discussion with Mr. MacLarion about the volume of requests for approval of Apprenticeship Maryland (Youth) programs and whether there could be a way for Council members to receive them further in advance of Council meetings and if they could all be approved under a single motion.

A motion to cover the approval of Apprenticeship Maryland (Youth) programs under a single motion was made by Mr. Klusmann, seconded by Mr. Bromley and unanimously approved.

1. Request for approval of Beacon House, Inc. to be an eligible employer for Apprenticeship Maryland (Youth) (Jennifer D. Runkles).

2. Request for the approval EventEQ, Inc. to be an eligible employer for Apprenticeship Maryland (Youth) (Teresa Mena).

3. Request for the approval of Arocon Roofing & Construction, LLC to be an eligible employer for Apprenticeship Maryland (Youth) (Teresa Mena).

26. Request for the approval of Electrical Automation Services, Inc. to be an eligible employer for Apprenticeship Maryland (Youth) (Jeffrey W. Smith).

27. Request for the approval of Baltimore County Public Schools to be an eligible employer for Apprenticeship Maryland (Youth) (Jeffrey W. Smith).

Mr. Cavey asked Council members if there was anyone who wanted to consider any of the above requests separately. There were no requests to do so.

A motion to approve all of the above requests for approval was made by Mr. Klusmann, seconded by Mr. Bromley and unanimously approved.

A motion to find a way to provide Council members with more time to review requests for approval of new Apprenticeship Maryland (Youth) programs was made by Mr. Wilford, seconded by Mr. Klusmann and unanimously approved.

Mr. MacLarion informed Council members that he had received a telephone call from a sponsor who expressed that they might need to move their related instruction classes to an alterative site if the community college where they conduct their classes closes their campus due to the coronavirus pandemic.

Mr. MacLarion presented an update to the Council on Ralph G. Degli Obizzi and Sons, Inc. He reminded members that at the end of the last calendar year a letter had been sent to Ralph G. Degli Obizzi and Sons, Inc. that specified the deficiencies found and the actions that they needed to take to correct them. Since then he stated that he has been making telephone calls to them every two weeks to assess their progress in correcting the deficiencies. He recommended that they be given additional time to work on correcting the deficiencies.

A motion to approve the Director’s update and recommendation was made by Mr. Klusmann, seconded by Mr. Bromley and unanimously approved.

Mr. MacLarion also provided Council members with an update on Judd Fire Protection, LLC.

A motion to accept the Director’s update on Judd Fire Protection, LLC and put them on notice regarding the deficiencies in the operation of their apprenticeship program was made by Mr. Bromley. Seconded by Mr. Klusmann and unanimously approved.

Mr. Rzepkowski briefed the Council on the status of the current legislative session.

There being no further business to come before the Council, the meeting of the Maryland Apprenticeship and Training Council was adjourned at 11:51 a.m.
