The Role of the MD Department of Labor - Office of Apprenticeship
Registering Programs
The Office of Apprenticeship partners with sponsors to design and develop apprenticeship programs that meet state regulations.
- Sponsors create program standards and organize curricula.
- Programs are reviewed by the Maryland Apprenticeship and Training Council.
- If approved by the Council, the program is officially registered with the state.
Once approved, sponsors must sign an Employer Acceptance Agreement, confirming that they will:
- Hire and train apprentices
- Maintain apprenticeship records
- Request acceptance as a participating employer

Registering Apprentices
Every apprentice hired through a registered program must also be registered with the Maryland Department of Labor.
- Apprentices should complete an Apprenticeship Agreement with their employer, which outlines the terms and conditions of their training and employment.
- Registration ensures the state can track progress and verify compliance.
- Only registered apprentices can earn a Certificate of Completion, which qualifies them as industry-recognized journeypersons (or eligible candidates, depending on the trade).
Compliance
By registering both programs and apprentices, the Office of Apprenticeship ensures fair treatment and consistent standards across the state.
Compliance visits/monitoring protects:
- Apprentices - ensuring fair wages along the progressive wage scale, proper training, and adherence to program standards.
- Employers - ensuring fair competition by preventing dishonest practices that exploit apprentices or drive down labor costs.
Compliance investigations confirm:
- Apprentices are progressing in training and meeting requirements.
- Employers are upholding state standards and apprenticeship agreements.
