Mr. Brian Cavey called the Council meeting to order at 9:02 a.m. at Applause Caterers (Hosted by the Washington County Department of Water Quality) 58 East Washington Street, Hagerstown, Maryland 21740 and welcomed all Council members, staff and guests in attendance. He thanked the Washington County Department of Water Quality and their representatives Daniel DeVito and Lacey Capshaw for hosting the Council meeting and introduced one of their youth apprentices and their registered apprentice who were attending the meeting to the Council members. He also welcomed Bill Saxman, retired Maryland Apprenticeship and Training Program representative for Western Maryland.

I. The first order of business was the approval of the minutes of the March 12, 2019 Maryland Apprenticeship and Training Council meeting. The minutes of the March 12, 2019 Council meeting were approved as submitted.

II. DIRECTOR’S REPORT:

A. Mr. MacLarion noted to Council members that there were six sets of revised Standards of Apprenticeship on the agenda for this meeting adding that in a Director’s report last year he had informed them that staff would be working with the larger group joint and non- joint apprenticeship sponsors to revise and update their Standards as acomplete package if that had not been done so for six years or longer.

B. Council members were provided with an update of the status of the Apprenticeship and Training Fund. Mr. MacLarion reported that the current balance of the fund was $760,136.70. Contributions coming into the fund were $16,033.06 for March 2019 and $32,628.16 for April 2019.

C. As he had stated in the previous meeting’s Director’s report, the U.S. Department of Labor, Office of Apprenticeship was continuing to work towards a resolution for registering apprentices in RAPIDS who may need to be registered in more than one state at a time due to prevailing wage requirements. A follow up call on this was held with them on May 6th and another was scheduled for Friday, May 17th.

D. Mr. MacLarion provided Council members with an update on the tax credit. He stated that in 2017, 227 tax credits had been awarded which increased to 329 in 2018. He stated that tax credits for 2018 were still available for employers who would be interested. He added that should there be an increase again in 2019, it can be expected that all 500 tax credits would be utilized.

E. Council members were informed that Youth Apprenticeship was now the Apprenticeship Maryland Program and has expanded to Dorchester, Frederick, Washington, Talbot, Queen Anne’s Howard Kent, Allegany and Carroll Counties. Meetings have taken place with Baltimore County and several other school systems. Mr. MacLarion noted that if any sponsors or employers present were interested in becoming a part of Apprenticeship Maryland, they could see one of the Maryland Apprenticeship and Training Program staff for assistance in making the connection. He also noted an increase in activity with School-to-Registered Apprenticeship in which students can become Registered Apprentices while still in high school.

F. Mr. MacLarion stated that the Department was in the process of writing a grant application for the newly announced State Apprenticeship Expansion grant. The grant appliction would be due on June 3rd and awards were expected in late June. Grants awarded would have a period of performance of 36 months and Maryland could expect to receive just over $1.4 million if approved. Maryland would be expected to directly serve and register a minimum of 800 new apprentices during the grant period and continue expand diversity of apprentices and occupations.

III. NEW BUSINESS:

A. NEW PROGRAMS:

1. Cummins Sales and Service (John F. Vontran) – Occupation of Diesel Technician (with a School-to-Apprenticeship Component). Related instruction to be provided through Piedmont Community College, Vincennes University an/or Salt Lake Community College. Request for registration of an Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and female apprentices.

In the absence of Mr. Vontran who was away on vacation, Mr. MacLarion presented this request for registration of Standards of Apprenticeship to the Council and introduced Joseph Leasure who was in attendance representing Cummins Sales and Service. He added that apprentices completing this program would be awarded an Associates Degree in addition to their Certificate of Completion of Apprenticeship and that this program was also requesting to register a School-to-Registered Apprenticehip component.

A motion to approve this request for registration of Standards of Apprenticeship was made by Mr. Smarte, seconded by Mr. Wilson and unanimously approved.

A motion to approve the Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and female apprentices was made by Mr.Shmelzer, seconded by Ms. Butt and unanimously approved.

2. DARCARS Automotive Group (Ginamarie Best) – Occupation of Automotive Technician. Related instruction to be provided in- house by factory certified instructors. Request for registration of an Affirmative Action Plan with apprentice selection procedures and goals and timetables for minorty and female apprentices.

Ms. Best presented this request for registration of Standards of Apprenticeship to the Council and introduced Farzad Makerehchi who was in attendance representing the DARCARS Automotive Group.

A motion to approve this request for registration of Standards of Apprenticeship was made by Mr. Shmelzer, seconded by Mr. Smarte and unanimously approved.

A motion to approve the Affirmative Plan with apprentice selection procedures and goals and time timetables for minority and female apprentices was made by Mr. Bromley, seconded by Mr. Wilson and unanimously approved.

3. Howard County Public School System Joint Appreenticeship Committee (Christopher D. MacLarion) – Occupation of HVACR Technician. Related instruction to be provided by the Heating and Air Condioning Comtractors of Maryland, Inc.

Mr. MacLarion presented this request for registration of Standards of Apprenticeship to the Council and introduced Herb Savje who was in attendance representing the Howard County School System Joint Apprenticeship Committee.

A motion to approve this request for registration of Standards of Apprenticeship was made by Mr. Smarte, seconded by Mr. Shmelzer and unanimously approved.

4. RAMP MD – P3MAP (John F. Vontran) – Occupation of Industrial Manufacturing Technician. Related instruction to be provided by Cecil College, Harford Community College, the Community College of Baltimore County and P3MAP. Request for registration of an Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and female apprentices.

Mr. MacLarion presented this request for registration of Standards of Apprenticeship to the Council and introduced David Wheatley, Mark Schlein and Monica Heyl who were in attendance representing RAMP MD – P3MAP.

A motion to approve this request for registration of Standards of Apprenticeship was made by Mr. Shmelzer, seconded by Ms. Butt and unanimously approved.

A motion to approve the Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and female apprentices was made by Mr. Shmelzer, seconded by Mr. Wilson and unanimously approved.

5. The Alliance for Media Arts + Culture, Inc. (John F. Vontran) - Occupations of Multimedia Producer and Digital Video Editor. Related instruction to be provided by Wide Angle Youth Media. Request for registration of an Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and female apprentices.

Mr. MacLarion presented this request for registration of Standards of Apprenticeship to the Council and introduced Christine Orticke who was in attendance representing The Alliance for Media Arts + Culture, Inc.

Mr. Cluster inquired about the number of journeyworkers. Mr. MacLarion replied that this would be obtained from the sponsor’s Employer Acceptance Agreements as their participating employers are entered into the system.

A motion to approve this request for registration of Standards of Apprenticeship was made by Mr. Klusmann, seconded by Mr. Wilson and unanimously approved.

A motion to approve the Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and female apprentices was made by Mr. Smarte, seconded by Mr. Bromley and unanimously approved.

B. PROGRAM REVSIONS:

1. Associated Builders and Contractors, Inc., Baltimore Metroplitan Chapter (Christopher D. MacLarion) - Request for registration of updated Standards of Apprenticeship for all registered occupations and Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and female apprentices.

Employer Representative Michelle Butt recused herself from this item of Council business.

A motion to approve the updated Standards of Apprenticeship was made by Mr. Smarte, seconded by Mr. Shmelzer and unanimously approved.

A motion to approve the Affirmative Action Plan with apprentice selection procedures and goals and timeables and timetables for minority and female apprentices was made by Mr. Shmelzer, seconded by Mr. Bromley and unanimously approved.

2. Baltimore-Washington Laborers’ Joint Training Fund (John F. Vontran) – Request for registration of updated Standards of Apprenticeship and Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and
female apprentices.

A motion to approve the updated Standards of Apprenticship was made by Mr. Smarte, seconded by Mr. Shmelzer and unanimously approved.

A motion to approve the Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and female apprentices was made by Mr.Bromley, seconded by Ms. Butt and unanimously approved.

3. Associated Builders and Contractors, Inc., Chesapeake Shores Chapter (Christopher D. MacLarion) – Request for registration of updated Standards of Apprenticeship for all registered occupations and Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and female apprentices.

A motion to approve the updated Standards of Apprenticeship was made by Mr. Smarte, seconded by Mr. Bromley and unanimously approved.

4. Associated Builders and Contractors, Inc., Cumberland Valley Chapter (Christopher D. MacLarion) – Request for registration of updated Standards of Apprenticship for all registered occupations and Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and female apprentices.

A motion to approve the updated Standards of Apprenticeship was made by Mr. Shmelzer, seconded by Mr. Bromley and unanimously approved.

5. Judd Fire Protection, LLC (John F. Vontran) – Revision to apply to percentages of the Apprentice Wage Progression Schedule to both wages and fringe benefits.

A motion to approve this revision was made by Mr. Shmelzer, seconded by Mr. Klusmann and unanimously approved.

6. Harford County Electrical Contractors Association, Inc. (Christopher D. MacLarion) – Revision to the minimum qualifications for apprenticeship to permit registration of high school students in an approved School-to-Apprenticeship program.

A motion to approve this revision was made by Mr. Shmelzer, seconded by Ms. Butt and unanimously approved.

7. TranZed Apprenticeship Services, LLC (John F. Vontran) - Revision to add the occupation of Behavioral Health Aide (classroom). Related instruction to be provided by TranZed Apprenticehip Services, LLC with support staff from the Children’s Guild.

A motion to approve this revision was made by Mr. Shmelzer, seconded by Mr. Bromley and unanimously approved.

8. University of Maryland Baltimore (John F. Vontran) – Request for reactivation of Standards of Apprenticeship for the occupations of Electrician (Maintenance), Plumber (Maintenance) and HVACR Technician. Related instruction will continue to be through the Baltimore Metropolitan Chapter of Associated Builders and Contractors, Inc.

A motion to approve the reactivation of Standards of Apprenticehip for the University of Maryland Baltimore was made by Mr. Klusmann, seconded by Mr. Smarte and unanimously approved.

9. Volvo Group Trucks Operation Joint Apprenticeship Committee (Jennifer D. Runkles) – Revision to expand the term of apprenticeship for the occupation of Maintenance Electrician from four years to five years with increased hours of on-the- job training and related instruction.

A motion to approve this revision was made by Mr. Smarte, seconded by Mr. Shmelzer and unanimously approved.

10. Western Maryand JATC for the Electrical Industry (John P. Taylor) – Request for registration of updated Standards of Apprenticeship, Affirmative Action Plan and Apprentice Selection Procedures that are aligned with the NJATC revised Guideline Standards of Apprenticeship revised December 2018.

A motion to approve the updated Standards of Apprenticeship was made by Mr. Wilford, seconded by Mr. Smarte and unanimously apprved.

A motion to approve the Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and female apprentices was made by Mr. Smarte, seconded by Mr. Wilford and unanimously approved.

11. Associated Builders and Contractors, Inc., Metropolitan Washington Chapter (Christopher D. MacLarion) – Request for registration of updated Standards of Apprenticeship for all registered occupations and Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and female apprentices.

A motion to approve the updated Standards of Apprenticeship was made by Mr. Smarte, seconded by Mr. Klusmann and unanimously approved.

A motion to approve the Affirmative Action Plan with apprentice selection procedures and goals and timetables for minority and female apprentices was made by Mr. Shmelzer, seconded by Mr. Bromley and unanimously approved.

C. PROGRAM REVIEWS (Five (5) or More Apprentices):

1. Miller & Long Company, Inc. (Ginamarie Best).

A motion to accept this review, with staff findings and recommendations, was made by Mr. Smarte, seconded by Mr. Bromley and unanimously approved.

D. PROGRAM REVIEWS (Fewer Than Five (5) Apprentices):

1. The following program reviews had been performed and the programs were found to be conducted in a satisfactory manner. [No Council Action Required]:

a. Daniel G. Bebee, Inc. T/A Tri-County Electrical Services (Kelton Addison) – Occupation of Electrician.

b. Moon Services, Inc. (Kelton Addison) Occupations of HVACR Technician and Electrician.

c. UMBC Training Centers (Mark Millen) – Occupation of Certified Cyber Analyst Operator.

E. VOLUNTARY REQUESTS FOR CANCELLATION OF STANDARDS OF APPRENTICESHIP:

A motion to approve the voluntary requests for cancellation of Standards of Apprenticehip for Kaydon Ring & Seal, Inc. JAC effective April 26, 2019 and the University of Maryland College Park – Facilities Managemnt effective June 1, 2018 was made by Mr Bromley, seconded by Mr. Wilford and unanimously approved.

F. OTHER BUSINESS:

1. Goel Services, Inc. (Christopher D. MacLarion) – Request to award a posthumous Certificate of Completion of Apprenticeship.

A motion to approve this request was made by Mr. Smarte, seconded by Mr. Shmelzer and unanimously approved.

2. Recommendation for deregistration of Apprenticeship Standards for the defunct apprenticeship program of Benjamin & Wherry, Inc. (MATC No. 2213) (Christopher D. MacLarion).

A motion to proceed with the deregistrion of Apprenticeship Standards for the defuct apprenticeship program of Benjamin & Wherry, Inc. was made by Mr. Shmelzer, seconded by Mr. Wilford and unanimously approved.

3. Recommendation for deregistration of Apprenticeship Standards for the defunct apprenticeship program of Bethesda Refrigeration Service, Inc. (MATC No. 1803) (Christopher D. MacLarion).

A motion to proceed with the deregistration of Apprenticeship Standards for the defunct apprenticeship program of Bethesda Refrigeration Service, Inc. was made by Mr. Shmelzer, seconded by Mr. Klusmann and unanimously approved.

A motion to approve this request was made by Mr. Cluster, seconded by Mr. Bromley and unanimously approved.

18. Request for the approval of Howard Tech Advisors, LLC to be an eligible employer for Apprenticeship Maryland (Youth) (Jeffrey W. Smith).

A motion to approve this request was made by Mr. Shmelzer, seconded by Mr. Bromley and unanimously approved.

19. Request for the approval of Mead Tree and Turf Care, Inc. to be an eligible employer for Apprenticeship Maryland (Youth) (Jeffrey W. Smith).

A motion to approve this request was made by Mr. Smarte, seconded by Mr. Bromley and unanimously approved.

20. Request for the approval of Dixon Valve and Coupling Company to be an eligible employer for Apprenticeship Maryland (Youth) (Jeffrey W. Smith).

A motion to approve this request was made by Mr. Shmelzer, seconded by Mr. Bromley and unanimously approved.

Mr. MacLarion provided Council members with an update on the Apprenticeship Maryland Conference that was held on April 10, 2019. While the focus was on Apprenticeship Maryland, there were number of Registered Apprenticeship Program sponsors in attendance. He thanked those sponsors who participated in the event. He stated that if there were sponsors who had employers that would be interested in Apprenticeship Maryland, that Apprenticeship Maryland would be a good way to transition students into Registered Apprenticeship.

Mr. MacLarion stated that he would like to set up a meeting in the next month or two with the policy subcommittee that was formed at the previous Council meeting. There are proposed regulations and legislation that could impact the work of the Council and the subcommittee needed to become familiar with this and to develop positions on what direction the Council should take in regard to these.

Mr. Cavey announced that one of their apprentices had won their state and regional competitions and would be going on to the Heat and Frost Insulators and Allied Workers national competition in Arizona.

Mr. Wallace gave Council members an update on the Maryland State SkillsUSA competions that were held April 12 and 13, 2019.

Ms. Butt announced that one of her chapter’s HVACR apprentices would be going on to compete in ABC’s national competitions in California.

There being no further business to come before the Council, the meeting of the Maryland Apprenticeship and Training Council was adjourned at 10:52 a.m.
