October 1, 2021 and October 1, 2022 law changes - Elevator and Escalator Safety - Safety Inspection

May 12, 2020

To: The Elevator Community
From: R. Kaese Dillman Chief Elevator Inspector

Dear Elevator Community:

This letter is to update you on recent elevator legislation from the 2020 General Assembly session. Senate Bill 618 delays the requirement that certain annual tests on elevators in privately owned buildings be performed in the physical presence of a licensed third-party qualified elevator inspector. This requirement is now delayed from October 1, 2020 to October 1, 2021 for all elevators in privately owned buildings, except direct-acting hydraulic elevators which are now delayed until October 1, 2022. A direct-acting hydraulic elevator is defined as an elevator in which the energy is applied by a direct hydraulic driving machine. Here is a link to the text of the bill.

If you have any questions, please do not hesitate to contact me.

R. Kaese Dillman
Chief Elevator Inspector
