Licensing Predetermination Reviews

During its 2026 session, Maryland’s General Assembly passed House Bill 557. The bill was signed into law by Governor Wes Moore and takes effect July 1, 2026.
The new law will allow an individual seeking occupational licensure to request a licensing predetermination review of the individual’s criminal record to determine whether that record would disqualify the individual from licensure.
The law applies only to individuals seeking licensure; it does not apply to business entities. Additionally, it expressly excludes individuals seeking licensure as mortgage loan originators. Therefore, as to licenses issued by the Office of Financial Regulation and the State Collection Agency Licensing Board, a licensing predetermination review is available only to an individual applying as a sole proprietor for a company license.
