Unemployment Insurance Metrics - Unemployment Insurance

The Maryland Department of Labor regularly provides key information about unemployment insurance claims, including quarterly and monthly reports as well as some weekly data.

In 2025, federal layoffs and funding disruptions began to significantly impact Maryland’s workforce. In recognition of these disruptions, MD Labor is providing two additional reports:

“Fast Facts: Maryland’s Federal Workforce” is a reference document with commonly requested data on how the federal government impacts Maryland’s economy. This document includes baseline information from prior to recent federal actions on things like federal jobs in Maryland, Maryland residents employed by the federal government, the number of Maryland federal contractors, and federal contract dollars spent in Maryland.

“How Federal Actions Are Impacting Maryland Employment: High-Frequency Indicators” provides weekly data on initial unemployment claims for both (1) federal workers, filing through the Unemployment Insurance (UI) program that is specific to them (called Unemployment Compensation for Federal Employees, or UCFE), and (2) workers who are not federal employees, filing through the regular state UI program, such as federal contractors, other private sector workers, and state and local public sector workers.

Initial Claims by County

  1. Unemployment Insurance Initial Claims by County
    Weekly listing of new claims filed with Maryland DUI, including Regular UI and federal programs.
     
  2. Weekly data is now available for the review of potentially fraudulent unemployment insurance claims
    Recent fraud data, including the number of claims flagged for potential fraud, the number of claims determined to be fraudulent after review, the number of claims approved after review, and more.

  2. Number of Claims for Unemployment Insurance Benefits filed in the Preceding Month
    Initial claims are the total number of eligible regular UI claims filed for the selected month.

    Includes claims that are potentially fraudulent.

    Includes claims that are potentially fraudulent.

    2025 - Quarter 1 (January, February, March) - 20,365

  5. Number of Claims Processed in the Preceding Month
    Number of claims that received payment in the preceding month.

  6. UI Recipiency Rate

    2024 - 4 (October, November, December) - 22.4%

  7. Percentage of Laid-Off Workers Who File for UI Benefits In the Preceding Quarter
    This represents the ratio of initial claims filed in Maryland for UI benefits (excluding potentially
    fraudulent and monetarily ineligible claims) to the “total unemployed”  in Maryland.

    2024 - Quarter 4 (October, November, December) - 12%

  8. Number of Claims for which First Payment was not made within 21 Days of First Compensable Week
    This represents the number of initial claims (for the immediate preceding month) who received a first payment, however the first payment was not made within 21 days of the first compensable week:
